Some don't like talking about it because it's political, but the shift in wealth inequality is one of the most important economic stories of the last 20 years.

Harvard economist Greg Mankiw -- one of the smarter economic thinkers of our day -- wrote a thought-provoking paper on wealth inequality this week that makes an important point: No one should (and few do) look down on wealth earned by those who create valuable goods and services. Bill Gates. Mark Zuckerberg. Steve Jobs. These men became astronomically rich, but they transformed our lives for the better -- and people love them for it. Mankiw's paper broadly argues that wealth inequality is a good thing if those getting rich are the Gates, Zuckerbergs, and Jobses of the world. And he's right, of course.�

IRS Scandals Fueled by Lack of Funds, Taxpayer Advocate Says

The Internal Revenue Service’s internal watchdog says “unstable and chronic underfunding” of the agency is “the major problem facing the IRS today.”

In its congressionally mandated 2013 annual report, released Thursday, National Taxpayer Advocate Nina Olson offers details on the 25 “most serious” problems — the law requires her to identify at least 20 — and funding issues are seen as a gateway to broader problems, including the scandal involving targeting of politically conservative groups.

The targeting of Tea Party and other groups at odds with the Obama administration policy is addressed in a technical sense in the report’s 15th problem, which details the IRS' erroneous revocation of exempt status for tax-exempt organizations.

However, in its very first plank, the taxpayer advocate’s report deals with the issue in calling on its parent agency to adopt a taxpayer bill of rights whose existence might forestall the kind of tampering that embroiled the agency and led to the early retirement or resignation of Exempt Organizations director Lois Lerner and two other senior officials.

In a footnote to the bill of rights portion of the report — many of the report’s sections are hundreds of pages, and its executive summary alone weighs in at 76 pages — Olson cites a previous analysis from her office arguing that the IRS’ political targeting violated eight out of 10 items in her bill of rights.

“Had there been a published taxpayer bill of rights, organizations applying for tax-exempt status, IRS employees processing their applications, IRS executives overseeing the program and congressional offices receiving complaints likely would have flagged the inconsistencies between the applicants’ rights and the IRS’ actions more quickly," the report says. "There is no guarantee that would have happened, of course, but the existence and broad awareness of a taxpayer bill of rights would have substantially increased the odds that the problems would have surfaced and been addressed sooner.”

For example, item No. 4 of her proposed bill of rights is “the right to challenge the IRS’ position and be heard,” which includes receipt of a written response from the agency if it rejects a challenge; and item No. 5 is “the right to appeal an IRS decision in an independent forum,” which again includes a written response if an appeal fails and the right to further court challenges.

The Office of the Taxpayer Advocate, with some 2,000 employees, doesn’t seem to address its own role or absence thereof in the political targeting crisis. In May, in the heat of the scandal, former Democratic Sen. Bob Kerrey, an author of 1990s legislation revamping the IRS, criticized Olson’s office for failing to pay attention to complaints from conservative groups having difficulty with their tax-exempt status:

“That was the whole idea of the creation of the taxpayer advocate — that somebody could intervene on behalf of the taxpayer, and it looks like the intervention didn’t happen,” Kerrey told Politico at the time.

From Olson’s point of view, the key underlying problem is the IRS underfunding. She cited three years of across-the-board budget reductions and the severe recent effects of sequestration. The result has been a situation in which the can answer just 61% of the 109 million annual calls from taxpayers, who waited an average of 17.6 minutes to talk to a customer representative in 2013.

Because it is so pressed, the agency will now answer only “basic” questions from taxpayers accessing representatives by phone, mail or walk-in to one of its agencies and will not be answering any tax law questions (even “basic” ones) after the coming tax season ends in April.

"At the risk of vast understatement, it is a sad state of affairs when the government writes tax laws as complex as ours — and then is unable to answer any questions beyond ‘basic’ ones from baffled citizens who are doing their best to comply,” Olson writes.

Some of the other “most serious” issues identified by Olson this year included the difficulty of complying with U.S. tax law for Americans living abroad and the need for tax guidance to assist Bitcoin users.

The independent office within the IRS has labored largely in obscurity since its creation in 1996 as part of the Taxpayer Bill of Rights act, though each year it issues an annual report on systemic problems within the IRS. It achieved greater than usual notoriety last year as a result of one attention-getting recommendation that U.S. tax rates could be cut 44% without any ensuing loss of revenue.

During 2011, the High Volatile Metallurgical coal aggregated segment included Bailey, Blacksville #2, Enlow Fork, Fola Complex, Loveridge, Miller Creek Complex and Robinson Run coal sales.

The Other Coal segment includes its purchased coal activities, idled mine activities, as well as various other activities assigned to the coal division but not allocated to each individual mine. During 2011, the Company! �� reserves were located in northern Appalachia (62%), the mid-western United States (17%), central Appalachia (15%), the western United States (4%), and in western Canada (2%). As of December 31, 2011, the Company had an estimated 4.5 billion tons of proven and probable reserves. During 2011, 94% of its production came from underground mines, 6% from surface mines, and 91% of its production came from mines equipped with longwall mining systems. As of December 31, 2011, CONSOL Energy operated 22 towboats, five harbor boats and a fleet of 625 barges that serve customers along the Ohio, Allegheny, Kanawha and Monongahela Rivers. Gas Operations

The principal activity of the Gas division is to produce pipeline methane gas for sale primarily to gas wholesalers. The Gas Division consists of four reportable segments, which include Coalbed Methane (CBM), Marcellus, Shallow Oil and Gas and Other Gas. The Other Gas segment includes its purchased gas activities, as well as various other activities assigned to the gas division but not allocated to each individual well type. Its gas division focuses on developing the Marcellus acreage position in southwest Pennsylvania, central Pennsylvania and northwest West Virginia. CONSOL Energy�� all Other segment includes terminal services, river and dock services, industrial supply services and other business activities. Its gas operations primarily produce CBM, which is a gas that resides in coal seams. The Company�� Coalbed Methane operations are located in central Appalachia in Southwest Virginia. Its CBM production also comes from northern Appalachia in northwestern West Virginia and southwestern Pennsylvania where it drills vertical-to-horizontal CBM wells.

As of December 31, 2011, the Company had rights to extract CBM in Virginia from approximately 359,000 net CBM acres, which cover a portion of its coal reserves in Cen! tral Appa! lachia. CONSOL Energy produces gas primarily from the Pocahontas #3 seam, which is the coal seam mined by its Buchanan Mine. The Company also has right to extract CBM in northwestern West Virginia and southwestern Pennsylvania from approximately 859,000 net CBM acres, which contains its recoverable coal reserves in Northern Appalachia. CONSOL Energy produces gas primarily from the Pittsburgh #8 coal seam.

In central Pennsylvania, the Company has the right to extract CBM from approximately 263,000 net CBM acres, which contains its recoverable coal reserves, as well as leases from other coal owners. In addition, CONSOL Energy controls 810,000 net CBM acres in Illinois, Kentucky, Indiana and Tennessee. It also has the right to extract CBM on 139,000 net acres in the San Juan Basin, 20,000 net acres in the Powder River Basin and 92,000 net acres in eastern Ohio and central West Virginia. Its Marcellus wells are primarily horizontal wells with 2,500 to 5,000 feet of lateral length. As of December 31, 2011, the Company had the right to extract natural gas in Pennsylvania, West Virginia and New York from approximately 361,000 net acres.

CONSOL Energy controls approximately 346,000 net acres of rights to gas in the New Albany shale in Kentucky, Illinois and Indiana. The New Albany shale is a formation containing gaseous hydrocarbons, and its acreage position has thickness of 50-300 feet at an average depth of 2,500-4,000 feet. CONSOL Energy has 249,000 net acres of Chattanooga Shale. It has 457,000 net acres of Huron shale in Kentucky and Virginia. During 2011, the Company drilled 254.9 net development wells and 47 net developmental wells.

Other Operations

CONSOL Energy provides other services to its own operations and others. These include land services, industrial supply services, terminal services, including break bulk, general cargo and warehouse services, and river and dock services water services. Fairmont Supply Company, which is CONSOL Energy�� subs! idiary, i! s a general-line distributor of mining, drilling, and industrial supplies in the United States. During 2011, approximately 12.6 million tons of coal was shipped through CNX Marine Terminal Inc.�� exporting terminal in the Port of Baltimore. CONSOL Energy�� river operations, located in Monessen, Pennsylvania, transport coal from its mines, coal from other mines and non-coal commodities from river loadout facilities located primarily along the Monongahela and Ohio Rivers in northern West Virginia and southwestern Pennsylvania.

In 2011, its river vessels transported a total of 19.1 million tons of coal and other commodities, including 6.2 million tons of coal produced by CONSOL Energy mines. El Pollo Loco (LOCO) has seen its stock more than double since it went public at $15 in July. The California-based eatery had its first chance to impress investors with its first quarterly report as a public company on Thursday. It didn't disappoint. Sales inched 6.3 percent higher to $86.9 million, fueled primarily by a 5.4 percent increase in system-wide comparable-restaurant sales. Adjusted earnings climbed 10 percent to $6.1 million -- or 16 cents a share. The results were in line with analyst targets of 16 cents a share in net income on $86.4 million in sales. This isn't the kind of monster growth that investors associate with stocks that double within two months of storming out of the IPO gate, but El Pollo Loco now has the ammo to begin expanding its reach beyond the 401 locations open at the end of June.     Alamy Fried chicken and waffles is a staple menu item at countless soul food and comfort food restaurants, but that's not stopping Burger King (BKW) from trying to give the meal a fast-food spin. Burger King is testing a new sandwich in the Northeast that takes the breaded chicken patty used in its Classic Crispy Chicken Sandwich from its King Deals Value Menu and replaces the bun with a split waffle. Burger King's Chicken & Waffle Sandwich isn't as hearty as the meal that it's based on. It's selling for as little as $2.29. But the chain's latest attempt to turn heads with a unique menu item will at least attract curious nibblers if it does decide to broaden the offering across the country. Waffling About Burger King isn't the first popular chain to attempt to reinvent this classic dish. As Nation's Restaurant News points out, last summer, Popeyes Louisiana Kitchen (PLKI) offered Chicken Waffle Tenders -- consisting of chicken tenders dipped in a vanilla maple-scented waffle batter, served with a honey maple dipping sauce. DineEquity's (DIN) IHOP did it three years ago by combining its chicken strips with Belgian waffle quarters. Yum! Externally managed real estate investment trust Anworth Mortgage Asset (NYSE: ANH  ) announced yesterday that it is increasing the conversion rate on its�6.25% Series B cumulative convertible preferred stock from�3.8695�shares of its common stock to 3.9202 shares effective July 9.

The REIT said it had announced last month it would be paying a dividend�of $0.15 per share on its common stock, but in accordance with the terms of its preferred shares, if the annualized yield on that dividend exceeds�6.25%,�the conversion rate on the Series B preferred stock is adjusted. The formula used is set in the preferred stock's articles, and as a result of the dividend to be paid on July 29, the conversion rate will change.

The regular dividend payment equates to a $0.60-per-share annual dividend, yielding 12.8% based on the closing price of Anworth Mortgage Asset's stock on July 8.
